How to measure your waist
Measure around the narrowest part of your natural waist, generally around the belly button. Keep one finger of space between the tape and your body.
How to measure your hips
With your feet approximately 6" apart, measure around the fullest part of your hips. This area usually corresponds to the top of your legs.

I picked out the size that matched my measurements and I couldn't fit it over my thighs. I then tried to put it over my head and I couldn't fit it over my chest. I even had my fiance help me but we couldn't get it to fit.
